Home Minister Amit Shah, while moving the resolution in Parliament, had said that the people in J&K were still living in poverty, even as the rest of the country was developing.

Ahead of Shah’s address, restrictions had been put in place in the Valley, with phone and internet services suspended, communication and movement restricted.
