Edited Clip of Rahul Gandhi Used to Claim ‘Scam’ in NYAY Scheme  

The video makes it seem that Rahul Gandhi had said that Rs 12,000 would be given to each family per month.

A video of Rahul Gandhi has been going viral on social media since his announcement about the minimum income guarantee scheme, NYAY on Monday, 25 March, claiming that the Congress has begun its scams even before the scheme has started. The video was originally shared by a Facebook page called Nation Wants NaMo and had over 2,300 views.

The video is broken into two clips, placed side by side. In the first clip, Gandhi says that he wants to tell the poor and the other citizens of the country that the "line" will be 12,000. In the clip, he goes on to add that Rs 12,000 per month will be the amount.

In the next clip, Gandhi says that 20 percent of the poorest families in the country will be given Rs 72,000 every year.

The post says: अभी से घोटाला शुरू? ( The scam has already started?), questioning where the rest of the Rs 72,000 will go, considering that Gandhi promises Rs 12,000 per month, which equals Rs 1,44,000 per year.

Major Surendra Poonia was among those sharing the post. His post on Twitter had 6.8K retweets and 15K likes at the time this story was published. He pointed out the math, asking where the remainder of the Rs 1,44,000 would go.

The video is actually edited to make it look like Gandhi is saying that Rs 12,000 will be given to each family per month. In the original video, posted by the Indian National Congress account on YouTube, he says something quite different.

Referring to questions about the scheme, he says between 1:15 and 1:30 that the "line" will be Rs 12,000 per month, which is the only part the edited video has clipped off for its narrative, to make it seem like he says that they will pay Rs 12,000.

From 5:45 onwards, he actually explains that under the NYAY scheme, the minimum income line is drawn at Rs 12,000 per month. The difference between a family's income and the line (Rs 12,000) will be paid out by the government. He goes on to give the example that if the income is Rs 6,000, then the government will give the family Rs 6,000 per month to 'top up' the difference.

Exactly two minutes into the video, he says very clearly that 20 percent of the poorest families in India will be given Rs 72,000 each year, transferred to their bank accounts, which is what the second clip in the edited video shows.

Therefore, Gandhi never said that Rs 12,000 will be given to each family per month, which would have made a total of Rs 1,44,000. What he said was that the government would pay Rs 72,000 per year to each family.
