Jat Agitation: After Shocking 1st Report, Haryana Govt Scraps 2nd

Haryana government has stopped Retired IPS officer Prakash Singh from working on his second report on the Jat quota agitation after his first report confirmed that a section of the police force rebelled during the three days of the agitation. According to The Indian Express, they deserted their posts and ignored the Centre’s orders.

As many as 30 persons were killed, 320 others were injured, and property worth crores was destroyed during the agitation. The state remained paralysed for nearly 10 days.

Part two of my report is finished. The government does not want it. The government sent me a formal letter thanking me for the first report and said that I have done a commendable job. At the end of the letter, it is written that there is no need for the second report and that they will act on the recommendations made in the first.

Singh’s panel in the first report had prepared a list of deserters with their names, ranks, belt numbers, places of postings and the days on which they remained absent from their posts. Their desertions forced the state government to seek the help of paramilitary sources and the Army.

I had met the Chief Minister in June. When I spoke to him about the second report, he said that I should wait for a few days. Since I was already in Chandigarh, I told him I would hold a preliminary meeting with the officers, which I did. However, before I could return, I received a letter from the Home Department saying there was no need for the second report. One can see that the bureaucracy is cheesed off. They think that if this man comes again, he will make recommendations, which will be difficult to swallow and loosen their grip over police. The recommendations would have included a suggestion to give operational autonomy to police.
