1. State Inks MoU With Centre for Health Scheme

The State Department of Health and Family Welfare on Tuesday signed a memorandum of understanding with the Centre for implementing the Ayushman Bharat scheme in association with the Chief Minister’s Comprehensive Health Insurance Scheme (CMCHIS).

According to a press release, the State government had announced that the CMCHIS would be suitably dovetailed with the Pradhan Mantri Jan Arogya Yojana under the Ayushman Bharat scheme. The Chief Minister’s Comprehensive Health Insurance Scheme covers 1.57 crore families, providing a coverage of Rs 1 lakh per year for 1,027 procedures and Rs 2 lakh per year for 154 specified procedures.

2. Euthanasia Plea: Panel to Assess Child’s Condition in Chennai

A panel of medical experts has been formed to examine a nine-year-old child, comatose since birth, and submit its recommendation on the plea made by the child’s father seeking permission for passive euthanasia. A division bench of Justices N Kirubakaran and S Baskaran passed an interim order to this effect on a petition from R Thirumeni, Monday.

The panel will consist of N Thilothammal, former pediatric neurology professor, T Ravichandran, director, Institute of Social Paediatrics at Government Stanley Medical College Hospital and Bala Ramachandran, Paediatric Critical Care Unit chief, Kanchi Kamakoti Child Trust Hospital.

3. New Drain Design to Cut Flooding

An area spread over 127 sq km in the northern parts of the city along the banks of the Kosasthalaiyar river will get new drains running to a length of 865 km., interlinking 71 lakes, and reducing waterlogging on 3,660 roads.

According to the revised detailed project report (DPR) for the Kosasthalaiyar basin presented on Tuesday, the Chennai Corporation will increase the length of the proposed stormwater drains in the northern parts of the city by 13%.

“The new design of drains and canals in the revised DPR will also prevent flooding in many neighbourhoods of Tiruvottiyur, Manali, Madhavaram and seven wards of Ambattur zone,” said an official.

In the wake of the raging protests, Chief Minister Edappadi K Palaniswami had announced in the Assembly in June that the Chennai-Salem greenfield expressway project proposal would be reworked to minimise environment and social impact.

Accordingly, the National Highways Authority of India (NHAI) has made certain alignment changes and saved two-thirds forest area. An application has been filed before the Union Environment Ministry seeking to amend the Terms of Reference (ToR) and is currently under consideration.

Fisheries Minister D Jayakumar on Tuesday said he was hopeful that Governor Banwarilal Purohit would respect the “sentiments” of the people of Tamil Nadu when it came to releasing the seven life convicts in the former Prime Minister Rajiv Gandhi assassination case.

Addressing mediapersons in Chennai, the Minister contended that the State government, through its decision to recommend the release of the convicts, reflected the public sentiment on the issue. At the same time, he said, the State government cannot fix a time frame for the Governor to decide on the matter. “He is a Constitutional authority,” he pointed out.
