The #TalkingStalking campaign by The Quint and Quint NEON was inspired by an incident that shook the country’s conscience in August this year. Varnika Kundu, a DJ, was stalked by two men, including Vikas Barala – the son of Haryana BJP President’s son. Kundu filled a complaint against the men for stalking and harassing her, but they were granted bail in a matter of hours.
Under the current scheme of things, stalking is a Non-Bailable Offence under section 354D of the IPC.
The #TalkingStalking campaign hopes to shatter the silence surrounding stalking. The Quint has collaborated with senior advocate, Kamini Jaiswal, and Member of Parliament, Dr Shashi Tharoor, to propose an amendment in order to make stalking a non-bailable offence. Dr Tharoor will present this petition as a private member’s bill in the Winter Session of the Parliament. Varnika Kundu has agreed to spearhead the petition for us.
