Trump offered his congratulations as he flew from Scotland to Finland for a summit Monday with Russian President Vladimir Putin in Helsinki. The World Cup final also gave him an opportunity to congratulate tournament hosts Putin and Russia "for putting on a truly great World Cup Tournament — one of the best ever!"
