Parliament Monsoon Session LIVE Updates: The contentious National Capital Territory of Delhi (Amendment) Bill, 2023 was passed in the Lok Sabha on Thursday, 3 August, after a tense debate. If passed in the Rajya Sabha, the Bill will give the Centre greater powers over the control of services and posting of officers in Delhi.
The Digital Personal Data Protection Bill, 2023 was also tabled in the Lower House amid uproar from the Opposition.
Meanwhile, Rajya Sabha chairperson Jagdeep Dhankhar held a meeting with floor leaders from the Centre and the Opposition in his private chamber to discuss the Manipur issue and pave a way forward for Parliament to function.

The contentious Government of National Capital Territory of Delhi (Amendment) Bill, 2023 is scheduled to be tabled in the Lok Sabha on Thursday, 3 August.
The Bill was supposed to be taken up for consideration on Wednesday but the House was adjourned as some Opposition MPs stormed the Well of the House.
The Digital Personal Data Protection Bill, 2023, which was approved by the Union Cabinet earlier, is also scheduled to be introduced in the Lok Sabha on Thursday.
Floor leaders of the INDIA Opposition grouping will hold a meeting on Thursday to discuss their strategy on the floor of both Houses.
The meeting will be held at the office of Rajya Sabha Leader of Opposition Mallikarjun Kharge.
AAP MP Sushil Kumar Gupta issued a notice in the Rajya Sabha to discuss the recent violence in Haryana's Nuh.
On the other hand, Lok Sabha MP Nama Nageswara Rao issued an adjournment motion to discuss the impact of floods in Telangana.
RJD MP Manoj Jha and AAP MP Raghav Chadha issued Suspension of Business notices under Rule 267 to discuss the Manipur situation in the Rajya Sabha.

Congress MP Adhir Ranjan Chowdhury said that the no-confidence motion against the NDA government should be discussed before the Delhi services Bill.
"No-confidence motion should be discussed first but the Delhi Services Bill came in between. This has been done deliberately so that the Opposition gets divided. We have made our stance. We opposed the bill the day it was introduced," he told ANI.
The sessions of both Lok Sabha and Rajya Sabha resumed at 11:00 AM on Thursday, 3 August.
Congress MP Adhir Ranjan Chowdhury urged the Chair to request Speaker Om Birla to continue presiding over the Lok Sabha. "He is our custodian," Chowdhury said.
Birla had on Wednesday expressed "deep displeasure" at the deadlock in Parliament over the Manipur issue and said that he will not preside over the Lower House until there is order.
The Lok Sabha was adjourned till 2:00 PM, only 20 minutes after the proceedings resumed for the day.
Rajya Sabha chairperson Jagdeep Dhankhar invited floor leaders from the Centre and the Opposition to discuss the Manipur issue in his private chamber and pave a way forward for Parliament to function.
When LoP in the Rajya Sabha Mallikarjun Kharge told Jagdeep Dhankhar that the latter was "angry" when he raised the topic of Manipur earlier, the Rajya Sabha chairperson jokingly said, "Sir, I am a married man for more than 45 years, I never show anger. Mr. Chidambaram, as a senior advocate will know we have no right to show our anger at least to an authority. You're an authority sir, please modify this."
In response Kharge said, "You don't show anger but you feel angry from inside," leading to laughter in the House.
Several Opposition MPs staged a walkout from the Rajya Sabha over the Manipur issue.
Union Minister Nitin Gadkari, Congress' Adhir Ranjan Chowdhury, NCP's Supriya Sule, RSP's NK Premchandran, BSP's Ritesh Pandey, BJP's Rajendra Agarwal, TMC's Saugata Roy, National Conference's Farooq Abdullah, and DMK's Kanimozhi met Om Birla and requested him to come to the Lok Sabha and preside over the House, news agency ANI reported.
Union Ministers Piyush Goyal and Pralhad Joshi met Opposition leaders in the chamber of Rajya Sabha LoP Mallikarjun Kharge to discuss the Manipur issue, news agency ANI reported.
The Rajya Sabha has been adjourned till 2:00 PM.

The Digital Personal Data Protection Bill, 2023 and the Government of National Capital Territory of Delhi (Amendment) Bill, 2023 have been tabled in the Lok Sabha on Thursday, 3 August, amid uproar from the Opposition.
"There are provisions in the Constitution that allow the Centre to make laws for Delhi," Home Minister Amit Shah said while speaking on the Delhi services Bill in the Lok Sabha.
Further, the Home Minister said that even leaders like Jawaharlal Nehru, Sardar Patel and BR Ambedkar opposed full statehood for Delhi.
"This ordinance refers to the order of the Supreme Court which says that the Parliament has the right to make laws on any issue related to the National Capital Territory of Delhi," he added.
Shah also slammed the newly formed INDIA grouping and said that PM Modi will win a third term despite the coming together of several Opposition parties.
During a discussion on the Delhi services Bill in the Lok Sabha Home Minister Amit Shah alleged that the AAP didn't want control over services for transfer postings, but to get control of vigilance department to "hide their corruption like building their bungalows."

While speaking on Home Minister Amit Shah's attack on the INDIA grouping, Congress MP Gaurav Gogoi told ANI: "Since the formation of the I.N.D.I.A. alliance, the BJP leaders have become sleepless. PM Modi is criticising the I.N.D.I.A. alliance, instead of focusing on the Manipur issue. Union Home Minister Amit Shah's fear was clearly showcased in his statement today. This only shows that in the 2024 elections, the country & I.N.D.I.A. will win. After the formation of I.N.D.I.A., the ruling party remembered about their NDA alliance."
NCP leader Supriya Sule slammed the ruling government over the Delhi services Bill, saying that the BJP was "intimidating people."
"The BJP confidently says that the country gave a mandate to their government in 2019, congratulations, you won, we lost. However, why are there different rules for Kejriwal government and the BJP? When Kejriwal government gets a mandate, then that is wrong, and when you get a mandate, then you call it popularity. Why? It is really unfair," Sule said in a fiery speech in the Lok Sabha.
Opposing the introduction of the Delhi services Bill, Congress leader Shashi Tharoor said in the Lok Sabha, "Such an improper introduction of a substantive policy change while a no-confidence motion is pending is against democratic morality, to use a word much favoured by the Treasury benches."
The Press and Registration of Periodicals Bill, 2023 was passed in the Rajya Sabha on Thursday.
The Bill seeks to replace the existing law that governs the registration of the print and publishing industry.
The Rajya Sabha was adjourned for the day on Thursday and will reconvene at 11:00 AM on Friday.
Presenting his concluding remarks on the Delhi services Bill, Home Minister Amit Shah took a dig at the Opposition and wondered why they cooperated during the discussion on this specific Bill despite raising protests since the Monsoon Session began.
"I am happy that from Adhir Ranjan Chowdhury to Sushil Rinku, about 26 elected representatives participated in the discussion. Parliament has so far passed nine Bills in the session. Every Bill was very important. What happened today? If you care about democracy, then every other Bill is important. But no one came. They don't care about democracy, the country, or the public. They are here to save the 'gathbandhan' (Opposition alliance)," he said.
"India is watching India is watching your dual-character. The people's Bills are not important for you. You should be saying that we are here because we are worried Kejriwalji would leave our alliance," the Home Minister added.

AAP MP Sushil Kumar Rinku was suspended from the Lok Sabha for the remainder of the Monsoon Session for throwing papers at the Chair when the vote on the Delhi services Bill was ongoing.
