Parliament Monsoon Session LIVE Updates: The Monsoon Session of Parliament on Friday, 21 July, witnessed ruckus in both the Houses over the Manipur violence for the second consecutive day.
The Lok Sabha and Rajya Sabha have been adjourned till 11am on Monday, 24 July.
Addressing the Lok Sabha, Union Minister Rajnath Singh said, "We can see that some parties want to create such circumstances that the discussion on Manipur does not take place. I am openly accusing that the Opposition is not as serious on the discussion as it is pretending to be."
AAP MPs Sanjay Singh and Raghav Chadha also had a heated exchange with Rajya Sabha Chairperson Jagdeep Dhankar over the Delhi Ordinance Bill.
The Centre, meanwhile, repeatedly said in both Houses that it is ready for a discussion on the matter and questioned the Opposition's motives behind not letting Parliament function.

Citing rules 261 and 262 of the Parliament, TMC MP Derek O'Brien asked Rajya Sabha Chairperson Jagdeep Dhankar why the words 'prime minister' and 'Manipur' were expunged from his address on Thursday.
AAP MP Raghav Chadha said that the Manipur issue has shaken the country's collective conscience.
The Centre plans to push 31 Bills in this session, including The Government of National Capital Territory of Delhi (Amendment) Bill to replace the ordinance on services in Delhi and The Digital Personal Data Protection Bill.
The Delhi ordinance bill will face a key test in the Rajya Sabha where the Centre will need the support of non-NDA parties to pass it.

Both Lok Sabha and Rajya Sabha sessions are scheduled to begin at 11:00 am on Friday, 21 July.
Aam Aadmi Party MP Sanjay Singh and Rashtriya Janata Dal MP Manoj Jha have moved moved Suspension of Business notices to discuss the unrest in Manipur.
After the AAP's Sanjay Singh and the RJD's Manoj Jha, BRS MP K Keshava Rao issued a Suspension of Business notice to discuss the unrest in Manipur on Friday.
Commenting on the ruckus in Parliament, Parliamentary Affairs Minister Pralhad Joshi said: "We are ready to discuss whenever the Speaker directs. Union Home Minister Amit Shah has officially told the Speaker and the Chairman that we are ready for a discussion."
"For the opposition to bring in new demands and interrupt the discussion is wrong. There are important bills and BJP under the leadership of PM Modi wants to hold extensive discussions in the parliament...The opposition just tries to build a wrong narrative and disrupt the parliament proceedings," he added, as per ANI.
Addressing the Lok Sabha, Union Minister Rajnath Singh on Friday said:
"The Manipur incident is undoubtedly gruesome and PM Narendra Modi said that the entire nation is pained by it. PM Modi has also assured the strictest action over the incident. We want a discussion to take place in the Manipur incident," he said.
"This was said in the all-party meeting as well that we want a discussion to take place on the Manipur issue. But we can see that some parties want to create circumstances that the disturbance does not take place. I am openly accusing that the Opposition is not as serious on the discussion as it is pretending to be."
The Lok Sabha was adjourned till 12:00 pm amid ruckus by Opposition members over the Manipur violence.
AAP MP Raghav Chadha said that the Manipur issue has shaken the country's collective conscience.
"I request the central government to wake up from their slumber and discuss the Manipur issue. We want that the discredited government in Manipur to be sacked and President's Rule be imposed in the state," he told news agency ANI.
Appealing to the Opposition to not indulge in politics, Union Minister Arjun Ram Meghwal said that a discussion on Manipur should not be hindered.
"I would like to make an appeal to the opposition to not change their stand repeatedly and not indulge into politics as it is a very sensitive matter related to women's dignity, north-east and a border state," he told news agency ANI.
On BRS MP Dr K Keshava Rao's question if the Parliament can discuss an issue which is being heard by a court of law, like the Manipur issue, chairperson Jadgeep Dhankar read out rule 121 of the Parliament.
"The country has to be enlightened by us. There is a Constitutional prescription that puts a bar on discussion in the House in a qualified manner," he said.
"This House is entitled to discuss everything under the planet with one restriction; that restriction is germane to the issue Dr Keshav raised and that is Article 121," he added.
"The only restriction generated in the Parliament is given to us by our founding fathers. No discussion shall take place in parliament with respect to the conduct of any judge of the Supreme Court or a high court in discharge of its duties. And that is also restricted with another method - except upon a motion for presenting address to the President praying for removal of the judge as herein provided," he said.
"There fore, the concept of sub-judice is totally misconceived," he added.

He later walked to the Chair to protest as the House was adjourned.
The Rajya Sabha was adjourned till 2:30 pm amid ruckus by Opposition members over Manipur violence.

The proceedings of Lok Sabha resumed to sloganeering by the Opposition on Manipur violence.
Amid ruckus by Opposition, Parliamentary Affairs Minister Prahlad Joshi said in the Lok Sabha that the government is ready to discuss the Manipur issue.
"I want to reiterate that we are ready for a discussion on the Manipur issue but the Opposition is not ready," he said.
The Lok Sabha adjourned till Monday, 24 July.
Commenting on the Manipur incident, MP Hema Malini said that a discussion will take place in the House.
"Parliamentary discussion will take place on this matter as the Manipur incident was a gruesome act that invokes contempt and no woman should have to go through it. Prime Minister Modi has also spoken on this" she told news agency ANI.
Union Minister Rajnath Singh said that the government is ready for a discussion on Manipur but the Opposition is not serious about it.
"PM Modi himself said that the country is ashamed of whatever has happened in the state and assured strict action. Still, if the Opposition does not want to discuss, it only means that they are not serious," he told news agency ANI.
Addressing the media, Union Minister Anurag Thakur said that the Opposition is finding excuses to not let the House function.
"Some are no longer a part of the Parliament house so, they don't want the Parliament to further proceed. Why is opposition running away from Parliamentary discussions? Is it because their politicians are no longer serving the Parliament? Or are they trying to avoid discussion on the loopholes of their government?"
At first, the Lok Sabha had been adjourned till 12pm on Friday while the Rajya Sabha was meant to reconvene at 2:30pm on the same day.
However, after barely witnessing any proceedings, both Houses were adjourned till 11am on Monday, 24 July.
The legislative agenda in Parliament on Friday, included tabling of parliamentary standing committee reports, introduction and ascension of bills such as The Biological Diversity (Amendment) Bill, 2022, and private members' business.
