At 11 am on Monday morning, Monsoon Session 2017 commenced in the Lok Sabha presided over by Speaker Sumitra Mahajan, and in the Rajya Sabha by Vice-President Hamid Ansari.
The Rajya Sabha extended condolence to the victims of floods across the country and condemned the Amarnath Yatra attack. The House observed silence as a mark of respect for the deceased after which it was adjourned until 18 July.
In the Lower House of the Parliament, Dr Farooq Abdullah (Srinagar, Jammu and Kashmir) and PK Kunhalikutty (Malapuram, Kerala) took oath as new MPs at the start of the session.
The House then observed silence for the victims of the Amarnath Yatra attack, soon after which it was also adjourned until 18 July.
During the brief session, Speaker Mahajan read out obituaries for the deceased, including MP Vinod Khanna and Minister of State Anil Dave.
Speaking outside the Parliament, ahead of the Monsoon Session, Prime Minister Narendra Modi said:
Mentioning the farmers, he lauded them for their hard work.
During the media briefing, PM Modi also said that he believes all political parties and governments will take key decisions in favour of the country’s progress this Session.
The government's agenda for the Monsoon Session of the Parliament, beginning on 17 July, includes a total of 34 bills.
Among the 16 new ones that are to be introduced are the Consumer Protection Bill and two bills to implement the GST in Jammu and Kashmir, and another bill to amend the Citizenship Act to allow certain illegal immigrants to get Indian citizenship.
Parliamentary Affairs Minister Ananth Kumar said that apart from 16 new bills, 21 bills are pending in the Lok Sabha while 42 bills are pending in the Rajya Sabha, many of which would be considered for passing during the Session.
The Monsoon Session of the Madhya Pradesh Assembly is likely to be stormy with the Opposition Congress warning on 16 July of "strong protests" if senior minister Narottam Mishra, disqualified by the Election Commission recently, attends the House.
Mishra, the BJP MLA from Datia seat, was disqualified by the EC on 23 June for filing wrong accounts of the expenditure for 2008 Assembly polls and over charges of paid news.
The Congress also said they would raise the "plight" of farmers during the 12-day-long Session.
A delegation of the BJP ministers on 16 July requested Speaker Sitasharan Sharma to provide security to MLAs on the premises of the Assembly in view of the voting for Presidential polls, citing Ajay Singh's statement on likelihood of "unpleasant situation" if Mishra attends the proceedings.
The delegation comprising Gaurishanker Shejwar, Umashanker Gupta and Vishwas Sarang handed over a memorandum to the Speaker.
