Delhi Chief Secretary Anshu Prakash, in a complaint filed to Delhi Police, alleged that he was manhandled by a few AAP MLAs at Chief Minister Arvind Kejriwal's residence, on Monday night, 19 February, “without any provocation”.

Prakash wrote that he was called by Kejriwal for a meeting regarding the issue of advertisements, which were not being released. The Aam Aadmi Party, however, claimed he had been called for a discussion on rations.

In the complaint, he wrote that he was made to sit between AAP MLA Amanatullah and another MLA. “The CM directed me to answer the MLAs and explain the reason for delay in release of TV campaign,” he recalled.

He alleged that he was abused for “not doing enough for publicity of the government,” when suddenly he was assaulted without any provocation with “several blows” on his head and temple. “I was in a state of shock,” he wrote, adding that “none of the persons present in the room made any efforts to save me.”

“I request you to take action as per law as the assault was premeditated and in conspiracy of all present with intention to criminally intimidate, cause hurt with motive to deter me from discharge of my lawful duty and compel me to follow unlawful directions,” the complaint said.

Even as the CMO dismissed the accusation as "bizarre and baseless", AAP MLA Prakash Jarwal was detained for the alleged assault on 20 February. Police forces also went to the residence of another AAP MLA Amanatullah, who was named in the complaint. He has reportedly been in hiding since the incident.

(The Quint, in association with BitGiving, has launched a crowdfunding campaign for an 8-month-old who was raped in Delhi on 28 January 2018. The baby girl, who we will refer to as 'Chhutki', was allegedly raped by her 28-year-old cousin when her parents were away. She has been discharged from AIIMS hospital after undergoing three surgeries, but needs more medical treatment in order to heal completely. Her parents hail from a low-income group and have stopped going to work so that they can take care of the baby. You can help cover Chhutki's medical expenses and secure her future. Every little bit counts. Click here to donate.)
