India has failed its women. In perhaps the worst of all rape incidents, a video footage showed heartless pedestrians walking away even as a drunk man raped what appeared to be an unconscious woman on a footpath next to a busy road in Vizag.

According to CNN News 18, the incident occurred on Sunday at around 2 pm in broad daylight bright enough for everybody to notice the act of crime taking place out in the open when a 20-year-old drunk man raped a seemingly homeless woman who was seated next to a tree.

Even the auto rickshaw driver who shot the incident on his mobile phone and informed the police did not actually intervene during the shameful act.

Union minister Maneka Gandhi has lashed out at bystanders who chose to record a video of the woman being raped, rather than rescue her, calling them "thrill-seekers" and “culpable” for the crime.

Everybody here is culpable...the people who were thrill seekers preferring to let a woman suffer rather than help her. I am totally outraged by their behaviour...by the behaviour of the man who raped her and by the people, who by doing nothing, helped it happen.
Maneka Gandhi, Union Minister, Women & Child Development

The police have arrested the accused, Ganji Seva, and booked him for rape.
