On Tuesday, 6 August, the Parliament approved a resolution abrogating special status to Jammu and Kashmir given under Article 370 of the Constitution. The Lok Sabha also passed the Jammu and Kashmir Reorganisation Bill which seeks to divide the state into two Union Territories.
Lok Sabha Speaker Om Birla said it was the most productive session since 1952. The session had 37 sittings of total 280 hours, in which 36 bills were passed while 33 were introduced in the Lower House, he said.

The Bill amends and consolidates laws relating to wages/bonus and universalises the provisions of minimum wages and timely payment of wages to all employees irrespective of the sector and wage ceiling.
As the Lok Sabha discussed the Dam Safety Bill, 2019, BJD MP Bhartruhari Mahtab said, "There's a lot of incongruity in this Bill. It has to be with public interest. And for that, it has to have a resolution passed in this House.”
He added, “There is apprehension that the Union government may take over the control of the dam. Through this Bill, the Centre is acquiring the power. It is not the top-down function that will work. The dams have been created by the states."
The Parliament passed a Bill to repeal 58 old central laws, which the government says has been done to achieve optimum governance.
The Repealing and Amending Bill, 2019 was passed by the Rajya Sabha through voice vote. It was earlier passed by the Lok Sabha on 29 July.
Moving the Bill in the Upper House, Law Minister Ravi Shankar Prasad said that after the BJP-led government came to power, it decided to get rid of redundant and absolute laws. A committee has identified 1824 old laws.
Trinamool Congress' Mahua Moitra said that water is fortunately a state subject. She said that the Bill is silent on funds sanctioned from the Centre to the State to look after dam safety. "We look after and pay for everything, but you tell us how to do it," she said.
“All 21 people of Dam Safety Committee are appointed by Centre,” she pointed out. "How does this committee have 10 people from Centre and only seven from the state, when people from the state have a better sense of the geographical location of the dam?" she asked, adding that the Bill leaves the state with no say.
Minister Gajendra Singh Shekhawat said that building dams for the production of electricity, preservation of water and prevention of floods is a historic practice.

Union Jal Shakti Minister Gajendra Singh Shekhawat said the existing tribunals constituted for resolution of river water disputes among states have failed to resolve the conflict and a change in approach is needed.
Moving The Inter-State River Water Disputes (Amendment) Bill, 2019 for consideration and passage in Lok Sabha, the union minister said there have been instances when a tribunal could not resolve a dispute between states for 33 years.
Shekhawat said the 1956 Act was amended in 2002, setting a target of five years for the resolution of any river water dispute.
Cabinet decides to introduce a Bill to increase the number of Judges of Supreme Court from 30 to 33 (excluding the Chief Justice of India).

Congress member Amee Yajnik said that she is not against the Triple Talaq Bill but against the criminal angle in the Bill, News18 reports.
“I am not against the bill. I am for women empowerment,” she said. She stated that through this Bill, the government is trying to thrust the women into a criminal magisterial court to take up a family matter.”
TMC member and Lok Sabha MP Saugata Roy pointed out to the dilapidated condition of the workers. “The workers will have bargaining power only as long as the management makes a profit,” he said.

Backing the Bill, BJP's Sonal Mansingh sought awareness centres to be opened.
"There are certain opportunities (for awareness in the metro cities). But it's not the same in the smaller cities. My suggestion is to open more awareness centres, where women are made aware of their rights, and given legal aid. The data collection is also an important point. There may be a number of cases which are not known," she said.
During the discussion on the Triple Talaq Bill in Rajya Sabha, Ghulam Nabi Azad said, “This law is politically motivated so that minorities are occupied in fighting amongst themselves. Husband and wife will hire lawyers against each other, land will be sold in order to pay lawyers. By the time jail term will be over, they will be bankrupt.”
Law Minister Ravi Shankar Prasad said that the proposed legislation should be not seen through a political prism or vote bank politics, as it aims at ensuring gender dignity, justice and equality.
"This issue should not be seen through a political prism or votebank politics. This is a question of humanity. This is for ensuring justice to women, dignity and empowerment to women and to ensure gender dignity and equality," he said.
Ghulam Nabi Azad, leader of Opposition in Rajya Sabha, on Triple Talaq Bill said, “The Bill is for protection of rights on marriage but the real motive is destruction of families.”
The Lok Sabha passed the Consumer Protection Bill, which seeks to establish the Central Consumer Protection Authority (CCPA) to protect and enforce consumer rights.
The CCPA will take immediate action after a complaint is filed by even a single consumer and the authority can also file a class suit, Union Food and Consumer Affairs Ram Vilas Paswan said while speaking about the Bill.
He said the overall purpose of the Bill is to ease the process of addressing consumer grievances.
TMC leader Dola Sen, while opposing the Triple Talaq Bill, said that the BJP should not school people on women empowerment.
Quoting the official figure of abandoned women in India (23 lakh), Sen said that BJP doesn't need to teach anyone about women empowerment.
She said that this is the party (BJP) whose leader, in 2013 said that a husband and wife are bound by a social contract. And if the woman fails to deliver, she should be abandoned.
She further urged the BJP to bring in the Women's Reservation Bill if women empowerment is the primary reason. That, she said, will benefit 60 crore women.
She further questioned the criminalising of Triple Talaq, asking if the husband is jailed for 3 years, who will pay for the maintenance of the woman and the child.

The upper house of the parliament sat again post lunch break and continued the discussion on the Triple Talaq Bill. Dola Sen of the All India Trinamool Congress was the first person to speak after the lunch break.

Parliament has passed 'The Banning of Unregulated Deposit Scheme Bill, 2019,' after Rajya Sabha cleared it on Monday, reported PTI.

SP’s Azam Khan on Monday apologised over the sexist remark he made in Lok Sabha against BJP lawmaker and Lok Sabha Deputy Speaker Rama Devi.
"I have been an MLA for nine times, a minister several times, a Rajya Sabha member too. I was a parliamentary Affairs Minister too. I know legislative procedures," he said.
The deputy speaker replied saying that Khan’s comment has hurt both women and men in the country. She further added “I have not come here to hear such comments.”
Earlier she had said she will “never forgive” Khan for the comment.

The Repealing and Amending Bill, 2019 will be presented for consideration and passing, whereas The Dam Safety Bill, 2019 will be introduced in the Lower House.
Speaker Om Birla on Thursday, 25 July, extended the first session of the Lok Sabha till 7 August on the government's request.
Birla made the announcement after Parliamentary Affairs Minister Pralhad Joshi requested him to extent the House proceedings so that over 20 pending Bills could be passed.
