Both houses of Parliament have been adjourned sine die, bringing an end to the Budget Session 2019 on Wednesday, 13 February.
Prime Minister Modi addressed the Lok Sabha for the last time ahead of the 2019 elections on the last day of the Budget Session 2019.
Earlier in the day, the Rajya Sabha had been adjourned sine die, meaning that The Citizenship (Amendment) Bill, 2019 and The Muslim Women (Protection of Rights on Marriage) Bill, 2018, two Bills which have cleared Lok Sabha, will lapse on 3 June, when the term of the present Lok Sabha ends.
On Friday, 8 February, a fresh ruckus had broken out over the Rafale deal after The Hindu’s report by senior journalist N Ram. Prime Minister Narendra Modi, speaking ahead of the start of the Budget Session, said that ‘Sabka Saath, Sabka Vikas' was the government’s mantra and that this spirit will also be seen in Parliament.
“We are looking forward to discussing every issue,” Modi said.
Addressing a joint sitting of both Houses on Thursday, 31 January, President Ram Nath Kovind said that the “country was going through a phase of uncertainty before the 2014 elections”.
After the elections, he said, “my government took up the initiative to form a 'New India’.”
Listing out the achievements of the ruling NDA government during the Budget session, President Ram Nath Kovind said that over nine crore toilets were built under Narendra Modi’s flagship Swachh Bharat Mission.
While addressing a joint sitting of both Houses on Thursday, 31 January, President Ram Nath Kovind said that healthcare was his government’s topmost priority.
“I am happy to inform you that the benefits of government’s schemes are reaching poorest of the poor,” Kovind said.
President Ram Nath Kovind said that the Modi government, under the Ujjwala scheme, had issued more than six crore gas connections.
“Most of our mothers, sisters and daughters would remain sick because of the smoke released from stoves and thus, the health of the whole family would be affected. In only four and a half years, my government has added a total of 13 crore households to the gas connection,” Kovind said.
President Ram Nath Kovind, while addressing a joint sitting of both Houses, said that the Citizenship Amendment Bill will make it easier to provide Indian citizenship to those who had to take refuge in India after facing oppression somewhere else.
“They were not at fault, they were victims of situations like that,” he said.
In the last four years, more than 1 crore 30 lakh houses have been built under the government's rural housing scheme, President Kovind said in Parliament on Thursday, 31 January.
“Because of the government’s Jan Dhan Yojana, bank accounts of over 34 crore people have been opened in the country and almost every family has been linked to the banking system,” President Kovind said in Parliament on Thursday.
He added that the scheme had helped add Rs 88,000 crore to the formal economy.
“According to an international agency, 55 percent of the total bank accounts opened between 2014-2017 were opened in India itself,” Kovind said.
President Ram Nath Kovind, while addressing a joint sitting of both Houses, said that GST was going to help build an honest and transparent trading system in the country which will be a great advantage for the youth of the country.
“I am happy to inform that under the government’s 'Make In India' initiative, India has become the world's second largest manufacturer of mobile phones,” President Ram Nath Kovind said, while addressing a joint sitting of both Houses in Parliament.

In his address to the Lok Sabha, Prime Minister Narendra Modi attacked the Congress on Thursday, 7 February, and said that the Opposition party only saw 'BC' as 'Before Congress' and 'AD' as 'After Dynasty'.
“Our friends in the Congress see things in two time periods. BC, which is ‘Before Congress’, when nothing happened, and the other is AD – ‘After Dynasty’ – where everything happened,” he said.

Both the Bills were introduced and passed by the Lok Sabha, after which they were transmitted to Rajya Sabha. Once a new Lok Sabha is elected, both Bills will have to clear Lok Sabha again.
The provision regarding lapse of a Bill in the Rajya Sabha Legislative Procedure states: “A Bill pending in Rajya Sabha which has not been passed by Lok Sabha does not lapse on the dissolution of Lok Sabha but a Bill which is passed by Lok Sabha and is pending in Rajya Sabha lapses on the dissolution of Lok Sabha.”

Dharmendra Yadav (SP), whose forehead was seen bandaged, raised the issue of lathi charge by Uttar Pradesh Police on SP workers in Allahabad on Tuesday. “MPs are being beaten up. Police carried out a lathi charge. Our leader (former Uttar Pradesh chief minister) Akhilesh Yadav was detained,” he said.

The Lok Sabha has passed The Banning of Unregulated Deposit Schemes Bill, 2018 on Wednesday, reported PTI.
Over 4.12 lakh posts were lying vacant in various central government organisations in 2016, the Centre said in a written reply to Lok Sabha on Wednesday, 13 February.
Out of the total of 4,12,752 vacancies, 15,284 were Group 'A' posts, 76,050 in Group 'B' and 3,21,418 in Group 'C' categories, it said.

Chit fund scams in West Bengal echoed in the Lok Sabha on Wednesday, with Left and Congress members accusing the Trinamool Congress of looting money of investors.
Members from the Trinamool Congress, which is in power in West Bengal, were protesting in the Well when the discussion on The Banning of Unregulated Deposit Schemes Bill, 2018 was taken up, reported PTI.
Participating in the discussion, Congress member Adhir Ranjan Chowdhury said the Trinamool Congress, which is in power in West Bengal, looted the people of the state.

The Deputy Speaker of the Rajya Sabha, Harivansh, expressed his disappointment at the Rajya Sabha not being able to come to a consensus on issues.
“If discussions are not held on the important issues in the House of Elders then it reflects on the health of the democracy. The MPs in this session couldn't reach a consensus to discuss issues, it was disappointing,” he said, reported ANI.

Speaking in the Lok Sabha on Wednesday, the Samajwadi Party’s Mulayam Singh Yadav said that he hopes that PM Modi will return as Prime Minister again.
“I want to congratulate PM Modi for his all inclusive approach towards the people of the country. I hope that all MPs get elected again and he returns as PM,” he said.
PM Modi is addressing the Lok Sabha for the last time in ahead of the 2019 elections.
“A complete majority government was formed after three decades and a government without the Congress gotra was formed for the first time after independence. Atal Bihari's government was the first alliance government that did not involve the Congress in any way as well and then a majority government like that was formed in 2014,” PM Modi said.
Addressing the House, he said, “The country’s self-confidence is at an all time high. I think this is a very good sign because such confidence gives boost to development.”
Speaking about the House, Modi said, “We will be proud of this 16th Lok Sabha, as it saw the highest number of women members elected to the House. 44 first time women MPs were time elected to the Lok Sabha.”
Referring to the achievements of his tenure, Modi said that the most number of satellites had been launched in the last five years. “India has now become a launchpad,” he said. He also said that India has made an effort for the formation of the International Solar Alliance to combat the problem of global warming.
Praising the 16th Lok Sabha and its work over the last five years, PM Modi said: “It is this Lok Sabha that has passed stringent laws against corruption and black money.”
This House also passed the GST bill, he noted in his speech.
Rahul Gandhi responded to Mulayam Singh Yadav's comment in Lok Sabha saying that he hoped to see Modi return as the Prime Minister, saying that Yadav has a role in politics and that he respected his opinion.

The cabinet approves Introduction of Registration of Marriage of NRI Bill 2019. It also approved the Revision in the list of Scheduled Tribes of Chhattisgarh.
Union Minister for Parliamentary Affairs Narendra Singh Tomar said three bills in Lok Sabha and four bills in Rajya Sabha were passed in the last session Budget.
"Several ordinances of public's interest including those having opposition's approval couldn't be passed because of their politics," Tomar said.
