A 69-year-old Tibetan refugee, who died at a hospital in Tanda in Himachal Pradesh on Monday, 23 March, has been tested positive for COVID-19. He returned from the United States on 15 March, reported ANI, quoting RD Dhiman, State Additional Chief Secretary (Health).

The Indian Council of Medical Research (ICMR) on Monday reported that the total number of positive cases in India rose to 471. However, the Union Health Ministry has reported 467 cases.

The Supreme Court also passed an order stating that the limitation period - essentially the time limit within which cases or appeals can be filed - has been suspended indefinitely in light of the coronavirus crisis.

The Civil Aviation Ministry on Monday announced that domestic commercial airlines shall cease operations from 24 March midnight till 31 March.

The Government of India has asked states to strictly enforce lockdown, saying that legal action will be taken against violators.

The total number of coronavirus cases across the globe stands at at least 3,50,000 according to AFP.

A trillion-dollar Senate proposal to rescue the reeling US economy crashed to defeat on Sunday, 22 March, after receiving zero support from Democrats, who said the Republican proposal failed to sufficiently help millions of Americans devastated by the coronavirus crisis, AFP reported.

The bill, which proposed up to $2 trillion in funding for American families, thousands of shuttered or suffering businesses and the nation's critically under-equipped hospitals, failed by a 47-47 vote when it needed 60 to pass, despite intense negotiations between Republicans, Democrats and President Donald Trump's administration.

France Coronavirus Death Toll Jumps 112 to 674: Official

The number of people killed in France by the coronavirus outbreak has increased by another 112 to a total of 674, the top French health official said on Sunday, according to AFP.

The rise in the death toll was identical to that of the previous day. "The virus kills and it is continuing to kill," said top French health official Jerome Salomon as he announced the new numbers at a daily briefing.

Harvey Weinstein Tests Positive for Coronavirus in Prison: Union Official

Former movie producer Harvey Weinstein, who is serving a prison sentence for sexual assault and rape, has tested positive for the coronavirus, according to the head of the state corrections officers union, Reuters reports.

Weinstein has been placed in isolation at Wende Correctional Facility, said Michael Powers, president of the New York State Correctional Officers and Police Benevolent Association.

Emirates Reverses Decision to Suspend All Passenger Flights

Dubai carrier Emirates reversed on Sunday its decision to suspend all passenger flights, shortly after it said it would halt operations from 25 March amid the novel coronavirus outbreak, AFP reported.

The airline said it "received requests from governments and customers to support the repatriation of travellers" and will continue to operate passenger flights to 13 destinations, down from its usual 159.

Tamil Nadu Reports Two More Cases

Two fresh positive cases have been reported in Tamil Nadu. A 64-year-old woman who traveled from California is under isolation at Stanley Medical College, while a 43-year-old man, who returned from Dubai, is under isolation at Tirunelveli Medical College.

Both the patients are stable.

The government of Punjab has announced that to help those whose livelihoods have been affected as a result of lockdown to curb the spread of coronavirus, all IAS officers of Punjab cadre shall contribute a day's salary to the Chief Minister’s Relief Fund, ANI reported on Monday, 23 March.

Indian Markets Tank on Coronavirus Scare

Sensex on Monday, 23 March, tanked 10 percent to the hit the lower circuit limit, halting trading for 45 minutes, as markets crashed once again amid concerns over the coronavirus outbreak. Nifty, meanwhile, was down by 842 points at 7,903.

At the opening on Monday, Sensex had nosedived 2,718 points to 27,197, while Nifty tanked 720 points to 8,024, as large parts of India were placed under lockdown to curb the spread of the highly contagious virus, which has infected at least 396 people across the country.

All the constituents of the Nifty and Sensex had opened with losses, as did all the sectoral indices.

27 Positive Cases in Karnataka

Karnataka Health Minister B Sriramalu on Monday said that there are 27 positive coronavirus cases in the state. He added that one hospital in every district is dedicated to COVID-19 treatment and that the state has placed an order for 1000 ventilators. The minister also said that the government has already taken measures to purchase 10 lakh masks and five lakhs of Personal Protective Equipment.

29 Positive Cases in Gujarat

Eleven new coronavirus cases have been reported in Gujarat, taking the total number of those infected by the deadly virus in the state to 29, the state health department said on Monday, according to PTI.

Among the new patients, five are males and six females. Of these, five cases are of local transmission and six patients have history of recent visits to countries like Saudi Arabia, France, Sri Lanka and the UK, it said.

Three new positive coronavirus case were reported in Telangana taking the total of those infected to 30, the government said on Monday, reported PTI.

The three include one with travel history to France and another to London, according to a media bulletin on coronavirus.

The third person is a resident of Karimnagar who came in contact with the 10-member group of Indonesians which tested positive for the virus.

The Arunachal Pradesh state government on Monday invoked the Epidemic Act and announced a ‘complete safety restriction’ of the state from 5 pm, 23 March till midnight of 31 March. All essential services shall be exempted, reported ANI, quoting Pema Khandu, Chief Minister of Arunachal Pradesh.

Nigeria Reports First COVID-19 Death

Nigeria on Monday reported its first death from coronavirus as confirmed cases of infections in Africa's most populous nation climbed further, reported AFP.

"The 1st COVID-19 death in Nigeria has been recorded," the Nigeria Centre for Disease Control wrote on Twitter.

He had underlying medical conditions -- multiple myeloma & diabetes & was undergoing chemotherapy."

Bhima Koregaon Commission Postpones Its Proceeding Till Further Notice

Global COVID-19 Death Toll Crosses 15,000

Deaths from the novel coronavirus pandemic have crossed 15,000 across the globe, according to an AFP tally on Monday from official figures.

A total of 15,189 deaths have been recorded, the majority in Europe with 9,197 fatalities.

Italy is the hardest-hit country with 5,476 deaths, followed by China where the virus first emerged last year with 3,270, and Spain with 2,182.

Haryana Extends Lockdown to Entire State in the Wake of COVID-19 Outbreak

A day after putting seven districts of the state under lockdown, the Haryana government on Monday decided to extend the anti-coronavirus preventive measure to the remaining 15 districts of the state, reported PTI.

The lockdown for the new districts would be effective from 24 March midnight i.e. night intervening Monday and Tuesday.

Govt Suspends Domestic Air Travel From 25 March

No domestic commercial passenger flight would be allowed to operate in the country from 25 March onward, the Union Civil Aviation Ministry said in a statement on Monday in order to restrict travel amid the coronavirus pandemic.

"The operations of domestic schedule commercial airlines shall cease with effect from the midnight that is 23.59 hours IST (Indian Standard Time) on 24 March 2020," a ministry spokesperson said.

"Airlines have to plan operations so as to land at their destinations before 23.59 hours on 24 March 2020," the spokesperson added.

However, the spokesperson clarified that the restrictions would not apply to cargo flights.

The novel coronavirus death toll in Spain surged to 2,182 after 462 people died within 24 hours, the health ministry said on Monday, reported AFP.

India Yamaha Motor Shuts Shop in Wake of Coronavirus

Two-wheeler major India Yamaha motor, a subsidiary of Japan-headquartered Yamaha, on Monday said it was suspending operations at its facilities in the country in view of coronavirus outbreak, reported PTI.

The company said it has taken preventive counter- measure of suspending its manufacturing operations at its facilities in Chennai, Surajpur (Uttar Pradesh) and Faridabad (Haryana) till 31 March 2020.

A 57-year-old male patient who tested positive for COVID-19 in West Bengal succumbed to the disease on Monday, 23 March. The partient was the fourth patient who tested positive in the state.

HC Asks Delhi Govt to Set up Health Facility at Eidgah Camp

The Delhi High Court on Monday directed the AAP government to set up a health facility at the riot victim relief camp at Eidgah in the northeast district of the national capital to prevent spread of coronavirus there, reported PTI.

A bench of Justices Hima Kohli and Subramonium Prasad ordered the Delhi government to ensure that a team of doctors and public health officials visit the camp within 48 hours with sufficient medicines and equipment.

The court also directed that adequate number of sanitation workers with equipment be deputed at the camp for maintaining hygiene in the area and to avoid spread of any infection or contagious disease.

Ride Sharing Services, Rickshaw to Stop in K'taka From 24 March

The Karnataka Government on Monday announced all public and private passenger transport services including Ola, Uber, taxi and autorickshaws shall be stopped from 24 March in Bangalore Urban, Bangalore Rural, Kalaburagi, Chikkaballapur, Mysuru, Madikeri, Dharwad, Mangaluru and Belagavi where restrictions are in place, reported ANI.

Pakistan said on Monday that the total number of coronavirus cases in the country rose to 803, even as the Army scrambled to put together all resources to tackle the infection which has claimed more than 15,000 lives worldwide, reported PTI.

Singapore Reports Highest Single Day Increase, Total Cases Cross 500

Singapore on Monday reported 54 new cases of the novel coronavirus, the highest single day increase, taking the total number of COVID-19 cases to 509, reported AFP, quoting health officials.

Out of the 54 new cases, 48 people have travel history to Europe, North America and ASEAN.

Cases in Maharashtra Rise to 89

Maharashtra continued to report highest single-day cases with 15 people testing positive for the novel coronavirus in the state in the last 24 hours, taking the total to 89.

Of these 11 are from Mumbai, three from Thane, Vasai- Virar and Navi Mumbai, all part of the commercial capital's metropolitan region, and one from Pune, according to an official statement.

Suspected COVID-19 Patient Dies in HP's Kangra

A 24-year-old woman who recently travelled from the USA and showed possible symptoms of coronavirus died at a private hospital in Himachal Pradesh's Kangra, a senior state health official said on Monday.

Her samples were sent for testing to Tanda's Dr Rajendra Prasad Government Medical College but she died before the arrival of the report, the official said.

Makkal Needhi Maiam (MNM) chief Kamal Haasan on Monday urged Prime Minister Narendra Modi to ensure the welfare of workers in the informal sector amidst the coronavirus outbreak, suggesting the government can consider direct cash transfer for them.

SC Suspends Time Limits for Filing Cases

The Supreme Court also passed an order stating that the limitation period - essentially the time limit within which cases or appeals can be filed - has been suspended indefinitely in light of the coronavirus crisis.

This will mean that when calculating whether a case/appeal/petition has been filed too late in a court or tribunal, the court will not consider the time period from 15 March till whenever the coronavirus crisis is deemed to be over.

Italy Sees Second Successive Drop in Virus Deaths

Italy on Monday reported a second successive drop in daily deaths and infections from coronavirus that has nevertheless claimed more than 6,000 lives in a month, AFP reported.

The Mediterranean country has now seen its daily fatalities come down from a world record 793 on Saturday to 651 on Sunday and 601 on Monday.

The number of new declared infections fell from 6,557 on Saturday to 4,789 on Monday.
