Ahead of the discussion on the Juvenile Justice Bill in the Rajya Sabha at 2 PM today, Jyoti Singh’s parents are expected to be in parliament and to meet External Affairs Minister Sushma Swaraj. They had earlier met Congress Vice President Rahul Gandhi at his residence.

The Lok Sabha will take an hour-long recess and will return at 2:30 PM.
When it was her turn to speak, BJP’s MP from Mathura, Hema Malini, discussed the health facilities in rural areas across India, terming it ‘pathetic’ and saying she has seen this closely in Mathura, Uttar Pradesh. She also discussed the bad condition of most roads and said that patients couldn’t reach hospitals in time because of this. She asked for better health facilities in her constituency.
Congress members, carrying out noisy protests demanding Finance Minister Arun Jaitley’s resignation over alleged irregularities in Delhi cricket body DDCA, came in for a sharp rebuke on Tuesday from Speaker Sumitra Mahajan who said they do not have any national interest but only vested interest.
Members of Congress entered the Well raising slogans soon after the House assembled and Mahajan rejected nearly ten notices seeking adjournment of the Question Hour.
She added that the Congress members only wanted to
disrupt the proceedings.
Her remarks came in response to a plea by BJD’s Baijayant Panda who said the Congress members should stop protesting in the national interest as he was raising an important question about security.
Congress member K C Venugopal wanted to raise some issue but was disallowed by Speaker Sumitra Mahajan. Raising strong objection, Minister of State for Parliamentary Affairs Rajiv Pratap Rudy said such a practice cannot go on and urged the Speaker not to give this “facility” to the Congress MPs.
In the Well, around 20 Congress members shouted slogans against the Finance Minister and, at times, they also indulged in clapping in a bid to drown the voices of those asking questions and the Ministers replying to them.
A visibly peeved Mahajan told the protesting members that their conduct was not proper. The Speaker also told the Lok Sabha Secretariat officials that she wanted all the names of members who were in the Well.
She continued the Question Hour amid the noisy protests. The Speaker said she cannot allow the Congress members to speak as they had not given any prior notice. Following this, they staged a walkout.

Chaired by Hamid Ansari, the Rajya Sabha started its proceedings albeit for a brief spell. Slogan-shouting Congress members moved to the aisles and later into the Well, disrupting the proceedings. Earlier when the Rajya Sabha was adjourned, Vice-chairman PJ Kurien said:
Kumari Selja (Cong) raised the issue of “a ruling BJP MP levelling serious allegations” against Jaitley over the functioning of DDCA which was rejected by Kurien.
Congress members also erupted in protest in the Lok Sabha over DDCA issue, however it has not been adjourned.
Protests by Congress members forced P J Kurien, the Rajya Sabha Vice Chairman, to adjourn the House till 12 pm.
Minister of State for Parliamentary Affairs Mukhtar Abbas Naqvi urged Kurien to ask the Congress members to cooperate since an important issue (Juvenile Justice Bill) would be taken up in the House today. He also posed a question to the Opposition through Kurien whether they would prefer to have the discussion earlier than the scheduled time, which they rejected.
Kurien adjourned the House citing the Opposition’s “unjustifiable” behaviour.
Meanwhile, Minister of External Affairs Sushma Swaraj will meet the parents of the December 16 gangrape victim in Parliament at 1 pm.
The Upper House has been adjourned for 30 minutes over Congress members asking for Arun Jaitley’s resignation over the DDCA issue raised by party leader Kumari Selja. The Juvenile Justice Bill will be discussed in the House today around 2 pm.
Minister of State for Parliamentary Affairs Mukhtar Abbas Naqvi, who met the parents of Jyoti Singh, the December 16, 2012, gangrape victim, said the government had listed the bill 12 times during the monsoon session but because the House was not functioning it could not be taken up.
The parents of victim of the December 16 gangrape met Minister of State for Parliamentary Affairs Mukhtar Abbas Naqvi at his residence on Tuesday.
He assured them that Juvenile Justice Bill will be passed today in the Rajya Sabha as all the parties have agreed to give it a green light.
The amended bill will allow juveniles aged between 16-18 years to be tried as adults in cases of heinous crime.
The mother of the December 16 gangrape victim said there have been enough discussions.
“Now the bill should be passed today. I have been assured that it will be passed today. Our struggle is to get this bill passed,” she said, adding that she will like to go to Rajya Sabha, if a pass is arranged, to see it getting passed.
The Bill has been passed by Lok Sabha and is pending before Rajya Sabha, where it is listed today.
