Behave Yourself! Unruly Behaviour Can Land You on the No-Fly List

The motive behind the ‘no-fly list’ is the safety and security of passengers, says MoS Jayant Sinha.

The Civil Aviation Ministry announced the ‘no-fly list’ on 8 September to restrain unruly passengers. There are three levels of unruly behaviour that will classify one into the list, the Ministry said.

Addressing a press conference, Minister of State Jayant Sinha said that “the safety and security of passengers” was the motive behind the list.

There are three levels of unruly behaviour that will classify one onto the list.

  • Level 1: Unruly physical gestures, verbal harassment, and unruly inebriation. Ban: Up to three months.
  • Level 2: Physically abusive behaviour (pushing, kicking, hitting, inappropriate touching). Ban: Up to six months.
  • Level 3: Life threatening behaviour (assault, damage to aircraft systems, etc). Ban: Minimum two years.

Union Aviation Minister Ashok Gajapathi Raju took to Twitter to add that the decision would be taken by an independent committee headed by a retired District Judge within a period of 30 days of the alleged offence.

The no-fly ban would be in addition to any statutory legal action that can be taken against the offender under existing laws.

The Ministry added that even foreign airlines can ban passengers on the ‘national no-fly list’ from boarding the aircraft.
