The counting of votes for the Jawaharlal Nehru University Students' Union (JNUSU) polls began on Saturday after an 11-hour delay due to a deadlock between the students and the administration, the varsity's Election Committee said.
The counting process began at 11:55 pm on Friday. However, it had to be put on hold due to a deadlock between the student community and the JNU's Grievance Redressal Cell (GRC) over the latter's demand that the counting agents give a written undertaking stating they would not disclose the results, he said.
"The EC tried its best to convince the GRC to change its stand based on the demands of the student community," Patel said, adding that the deadlock led to an 11-hour delay in the counting process.
When a consensus could not be reached even after so many hours, the EC decided to resume the counting of votes anyway with declaration of trends, the EC chairman said.
Shashank Patel, Chairperson of the JNU Election Committee, has stated, “The counting process which was started on 6th September at 11:55 p.m. had to be put on hold because there had been a deadlock situation between the student community. Because a consensus could not be arrived at after so many hours, Election Committee has decided to go ahead and resume the counting process with declaration of trends, but the final result will be withheld.”
N Sai Balaji, outgoing JNUSU President tells The Quint, “Counting is set to begin, and the leads are going to be announced as well. However, the last three leads will not be announced.”
The decision to not announce the final three leads in the counting process appears to have been taken so as to abide by the Delhi High Court’s order to not notify the results of the JNU polls till 17 September.
The Left panel-run outgoing JNUSU has released a statement asking students to support the JNU EC in safeguarding the ballot boxes, “Over 9 hours has lapsed since the stipulated time of commencement of counting process. We appeal to students to assemble at 10 AM to support the Election Committee and secure the safety of our ballot boxes. We must not forget last year where with the support of the JNU admin, ABVP booth captured the counting hall for 17 hours by assaulting JNU EC and JNU Security. Let’s once again stand united like last time to secure our JNUSU and our mandate!”
The Delhi High Court on Friday restrained the Jawaharlal Nehru University from notifying the results of students’ union elections till 17 September.
Justice Sanjeev Sachdeva issued the notice and sought a response of JNU on pleas by two students alleging that their nominations for polls were illegally rejected for elections of councillor in JNUSU.
JNU was represented through central government standing counsel Monika Arora.
The petitioners claimed that the JNUSU election committee rejected the nomination without citing any reason.
The pleas sought direction to the varsity authorities to hold the elections as per the recommendations of the Lyngdoh Committee.
The JNU election committee said it was yet to take a final decision on counting of votes following the high court order.
The JNUSU poll committee on Friday, 6 September, accused the Dean of Student Affairs of "interfering" in the electoral process by entering the polling venue when first phase of voting was underway, reported PTI.
"The Grievance Redressal Cell (GRC) chairman, who is also the Dean of Students Affairs, interfered in the election process by coming inside the polling venue. This is a clear violation of the Lyngdoh Committee Recommendations and also a High Court order," said Shashank Patel, chairperson of the election committee.
He, however, did not comment on the action by the poll panel on the violation.
With polling underway for the JNUSU polls on Friday, supporters of various political outfits were seen flocking outside voting centres and raising slogans.
While Left supporters were raising slogans of "Lal Salaam" with red colour smeared over their faces and daflis in their hands, chants of "Bharat of Mata ki Jai" and "Vande Mataram" reverberated among members of ABVP, reported PTI.
"We are confident of retaining all four seats. People outside may say anything but those in JNU are wise enough to see through what is being fed to the country in name of development, " said Aishe Ghosh, who is contesting for the president’s post.
Ghosh, a member of Students' Federation of India (SFI), has been fielded by the Left unity, an alliance which comprises her outfit besides All India Students' Association (AISA), Democratic Students' Federation (DSF) and All India Students' Federation (AISF).
"All arrangements have been made by the election authorities for the polls which will see 8,700 students casting their votes through ballot papers," the CEC was quoted by PTI as saying.
