He said that a female centric superhero film would not be accepted in India, and that is why he won’t be making a film that revolves around a women with super powers.

If I have a superhero in my film, then I can have a ‘super-heroine’ [sic]. I don’t think I can make a female-based film, as I believe the audience won’t accept that.
Rakesh Roshan, Filmmaker (as reported by The Hindustan Times)

Remember Hrithik Roshan’s action-packed superhero avatar in Krrish 3?

We saw Kangana Ranaut playing a version of Cat Woman in Krrish 3, which starred Hrithik Roshanas the main lead. Speaking of Kangana, Roshan maintained that she has been ‘spreading lies’ about his son and that if Hrithik decides to bring the truth in front of everyone, the industry will be shocked.
